Centre Bulletin
Welcome to the start of a new academic year! We’re really looking forward to working with you during this period and are excited to share some of our plans and new developments with you.
Firstly, a big thank you to those centres that supported us in readiness for VTQ results day. Your prompt responses to our claim requests enabled us to process all claims and issue certificates in advance of our deadline.

Important Reminder For Schools
Learner registrations for courses starting in early September should be made by Autumn half term.
It’s really important that we know the learners that are on programme and their intended outcome so that we can successfully conduct the cross-centre moderation events. A charge may be made for late registrations.
Access to Higher Education (AHE) Diploma
Agored Cymru has a suite of Access to Higher Education Diplomas that provide opportunities for adult learners to develop the skills, knowledge and confidence needed to successfully progress to higher education. Our Diplomas are available across a range of subject areas, including health, science, computing and the humanities and social sciences.
Following a consultation with a wide range of stakeholders, QAA have revised the Access to HE Diploma specification and grading scheme. These changes are applicable from the beginning of the 2024-25 academic year and our Diplomas have been modified, where needed, to accommodate this.
Throughout 2024-25, a range of activities will be arranged to support centres in their transition to the new specification and grading scheme.

Agored Cymru will also be reviewing current Access to HE Diplomas to ensure their continued currency and fitness for purpose. New Diploma titles will also be proposed in line with the needs of our centres and their learners. |
See the latest Agored Cymru Access to HE newsletter for full details.
Agored Cymru Qualification Development
We are currently developing exciting new qualifications for post 16 learners in further education, sixth form colleges and workplace learning. These include topics in a range of subjects, for example, digital, healthcare and sports.
For our pre 16 learners, our focus is on the development of new National 14-16 Qualifications that support the aims and purposes of the Curriculum for Wales. These include the new work-related VCSEs (Vocational Certificate of Secondary Education), along with the Skills Suite and Foundation qualifications.
These qualifications will build on the success of our current Learning Core qualifications which have been available to schools for over 10 years

The key objective of this qualification is that ULRs leave the course confident and equipped with the knowledge and skills needed to carry out their role effectively in the workplace.

It was a pleasure to attend the recent Eisteddfod at Ynysangharad Park, Pontypridd.
Agored Cymru was present at the ‘Working together to support the Cymraeg 2050 ambition’ panel discussion, which highlighted the importance of Welsh and bilingualism in education as part of the goal to reach a million Welsh speakers by 2050. We enjoyed engaging in discussions with attendees afterwards.
We also attended the Welsh in Further Education – Best Practice in Art, Creative, and Media event, celebrating collaboration between further education and key organisations.
Later in the week, we had the honour of presenting the award for the podcast (open level) - Podlediad (lefel agored) category.
All events were outstanding, and we thank the organisers for the invitations, and congratulate all participants across all competitions.

Thank you to those of you who responded to our recent survey on the Centre Annual Review (CAR) process. You told us:
• you are happy about the changes made to the CAR self-assessment questionnaire.
• the questionnaire is not time-consuming / difficult to complete.

☑️ The way in which you submit an application for a Reasonable Adjustment(s) and a Special Consideration(s) is changing. You will no longer need to submit a Word document via Secure File Transfer. Instead, you will be able to complete an online form that will allow you to also submit accompanying evidence. We are producing a centre guide to support you with this which will be published very soon.
☑️ To notify us of staffing changes, you will need to follow an online process. This replaces the current Word notification process. A centre guide is being developed and will be available to centres soon.
☑️ In order to complete the CAR self-assessment questionnaire, we will be providing you with a web form.
☑️ An update is being made to the way in which you can view your external quality assurance reports. Activity date and focus of the activity are to be included, along with the report release date, to enable you to access the reports that you need more effectively. We are also including functionality to help you address CAP actions more effectively as you will be able to upload evidence to support any CAP action that you may have.
Centre guidance documents
All centre guides can be found here. We hope you are finding this section useful and please continue to check this for updates and new guides as they are published. Look out for these over the coming weeks:

• Centre Guide to Updating Tutors, Assessors and IQAs for Approved Qualifications
• Centre Guide to Managing the Centre Action Plan
• Accessible Assessments – Guidance for Agored Cymru Centres
Updates already made
From 1 September 2024, Agored Cymru has a regulatory duty to provide a mechanism for all centres to record and submit data on Learner language preference. This relates to all qualifications and all regulated units.
This means that the way in which you inform us about the assessment language at point of registration and at the point of claiming has changed. Please refer to the bulletin of 11 June 2024 for further information. An additional FAQ document is being developed to support you with this.
EQA planning documentation and EQA reports have been updated for 2024/2025 with further focus placed upon fair access by design and artificial intelligence.

A number of cross-centre moderation activities will be taking place throughout 2024/2025. All centres offering the qualifications listed in the table below should contribute to a cross-centre moderation activity, where possible*.
Following each cross-centre moderation activity, we will be inviting contributing centres to a stakeholder panel which is a good opportunity for centres to discuss the outcomes of the activity, as well as meeting and networking with other centres delivering the same qualification(s).

*New centres who have not been part of an external quality assurance (EQA) activity previously will be required to undertake individual EQA activity instead of cross-centre moderation, so that we can offer direct support and guidance on delivery, assessment and internal quality assurance (IQA).
**Learning Core Qualifications include: Personal and Social Education (PSE); Work Related Education (WRE); Learning in the Outdoors (LiTO), Wales, Europe and the World (WEW), and Exploring Worldviews (EWV).
Learning Core Cross-centre moderation – Award of credit
For each qualification you are intending to claim for in summer 2025 (e.g. PSE, WRE), you must have provided a sample for cross-centre moderation (or for an alternative EQA activity), so that we can make a decision regarding the award of credit.
If a claim is submitted for a qualification that has not been sampled in the 2024-25 period, we cannot award credit until an EQA activity, such as cross-centre moderation, has been successfully completed.
Agored Cymru is fully committed to the parity of treatment for learners taking Vocational and Technical Qualifications (VTQs) and wherever possible, Agored Cymru issues results in advance of General Qualifications (GQ) results so that the flexibilities, which are a valued aspect of VTQs, are not undermined.
Please note that claims will not be approved until a successful EQA activity has taken place i.e. where credit has been approved by an external quality assurer following scrutiny of evidence.
Claims should be submitted by *13 June 2025, even if you are contributing to the June ‘25 cross-centre moderation activity and do not yet know the outcome.
It is important that VTQ results are submitted to deadline to enable Agored Cymru to issue timely results.
Further information regarding the delivery of VTQs results for 2024 and beyond can be found here.
Centres should note that whenever a claim(s) is submitted to Agored Cymru, all assessment evidence, associated assessment documentation and IQA records must be readily available for any potential EQA activity. If an EQA activity is required, but the centre is unable to provide the requested evidence, the EQA reserves the right to terminate the external quality assurance activity and the centre may be charged. Any related claim(s) may be rejected

Did you know?
External quality assurance activities can take place while courses are still running. As long as internal quality assurance has taken place on part of the completed assessment, we can sample assessment evidence and internal quality assurance processes and documentation. Carrying out external quality assurance sampling in this way may contribute to the effective processing of claims.
