New Qualifications
Regulatory Compliance
The Agored Cymru Level 4 Diploma in Regulatory Compliance is aimed at those performing regulatory service functions in local authorities, such as in Environmental Health, Trading Standards and Licensing, but is also applicable to those working in a range of public, private and third sector agencies. In some instances, this qualification can provide an introductory pathway to the statutory qualifications offered by the relevant professional bodies, for example, CTSI, CIEH.
The qualification helps to develop an understanding of the principles of business compliance, regulation and enforcement, together with the fundamentals of risk assessment and investigation. The learner will develop competence in:
- assessing how well a business meets the requirements of the law
- supporting businesses to comply with regulation or other relevant standards including providing information, guidance and advice to businesses on how to comply with legislation or meet audit requirements in their sectors
- collecting and analysing business data to help make an informed judgement
- conducting risk assessments and highlighting hazards which may result in non-compliance by the business
- appropriate communication and other behaviours
- reporting on compliance activities
- supporting continuous improvement
This qualification is aimed at learners over 16.

We will be involving all of our centres who offer qualifications and accreditation in this area to ensure that any developments are of high quality with the aim of preparing our learners for progression within and outside the world of education.

As part of this preparation, the Typical Designation Approval Final Start Date (TDAFSD) of our current pre-16 Schools qualifications has been limited to allow for the transition to the new qualifications. A TDAFSD of 31/10/26 will ensure that the qualifications can be delivered in the academic year 2026/27.

Introduction to Assessment
This is a two-and-a-half-hour interactive session designed as an introduction to the principles and practices of high-quality assessment. You are required to complete a short pre-course activity which will help you prepare for the session.
At the end of this session, attendees will:
☑️understand the basic principles of assessment;
☑️understand what assessment is, levels of assessment and the types of assessment methods; and
☑️ be equipped with the skills to assess Agored Cymru units and qualifications effectively.
Introduction to Internal Quality Assurance
This is a two-and-a-half-hour interactive session designed as an introduction to the principles and practices of internal quality assurance. You are required to complete a short pre-course activity which will help you prepare for the session.
At the end of this session, attendees will:

☑️ understand the role of the internal quality assurer;
☑️ learn how to record outcomes of internal quality assurance; and
☑️ have the skills to internally quality assure Agored Cymru units and qualifications effectively.

It is a mandatory requirement that an appropriate representative from a centre attends an Agored Cymru standardisation event at least every 2 years.
Standardisation events are aimed at:
• Quality Managers
• Internal Quality Assurance (IQA) staff
• Staff with key responsibilities within centre quality assurance policy and practice.
The events focus on the best practice of quality assurance processes and aim to promote consistency in the standards of assessment and quality assurance.
Attendees must be actively involved in Internal Quality Assurance or have attended Agored Cymru’s ‘Introduction to Internal Quality Assurance’ training. They will also need to be able to share information and implement good practice within their own organisation.

New centres, that have not been part of an external quality assurance (EQA) activity previously, will be required to undertake individual EQA activity instead of cross-centre moderation so that we can offer direct support and guidance on delivery, assessment and internal quality assurance (IQA). If you are not sure if this affects you, please contact quality.assurance@agored.cymru for further information.
Following each cross-centre moderation activity, we will be inviting contributing centres to a stakeholder panel which is a good opportunity for centres to discuss the outcomes of the activity, as well as meeting and networking with other centres delivering the same qualification(s). Centres can book their places here
*Learning Core
Learning Core Qualifications include: Personal and Social Education (PSE); Work Related Education (WRE); Learning in the Outdoors (LiTO), Wales, Europe and the World (WEW), and Exploring Worldviews (EWV).
Some centres may have already participated in the other Learning Core cross-centre moderation activities already held in this academic year so may not now need to participate in this scheduled activity. If you are not sure if this affects you, please contact quality.assurance@agored.cymru for further information.
Learning Core cross-centre moderation – award of credit
For each qualification you are intending to claim for in summer 2024 (e.g. PSE, WRE), you must have provided a sample for cross-centre moderation (or for an alternative EQA activity), so that we can make a decision regarding the award of credit.
If a claim is submitted for a qualification that has not been sampled in the 2023-24 period, we cannot award credit until an EQA activity, such as cross-centre moderation, has been successfully completed.

We are fully committed to the parity of treatment for learners taking Vocational and Technical Qualifications (VTQs), and wherever possible, Agored Cymru issues results in advance of General Qualifications (GQ) results so that the flexibilities, which are a valued aspect of VTQs, are not undermined.
Please note that claims will not be approved until a successful EQA activity has taken place i.e. where credit has been approved by an external quality assurer following scrutiny of evidence.
Claims for learners requiring certification for progression to Further Education and Higher Education should be submitted by 14 June 2024. This coincides with the cross-centre moderation activity taking place at that time. Even though you will not know an outcome of that activity, you must still submit your claims by the deadline. Please note that you do not need to wait until 14 June 2024 to claim for learner certification if a successful EQA activity has already taken place.
It is important that centres submit claims to any given deadline to enable Agored Cymru to issue timely results.
Centres should note that whenever a claim(s) is submitted to Agored Cymru, all requested assessment evidence and associated documentation/information must be readily available for any potential EQA activity. If an EQA activity is required, but the centre is unable to provide the requested evidence, the EQA reserves the right to terminate the external quality assurance activity and the centre may be charged. Any related claim(s) may be rejected.
We have updated the Agored Cymru Guide to Assessment, and this is now available to all centres on the Assessment section of the Agored Cymru website. Clearer document templates are included, along with an emphasis on ‘fair access by design’ -assessment that gives ‘all learners the fairest possible opportunities to show what they know, understand and can do’.
We have recently updated the Reasonable Adjustment to Assessment Policy and Procedure. Now available on the website, you will note some improvements to the procedure and details around centre authorisation and approval. Separate RA1 and RA2 forms are included on the Centre Requirements and Responsibilities website page.
We have also updated the Registration and Certification Policy to ensure that information related to Vocational and Technical Qualifications (VTQs) is included. This is now available on the website for all centres.

As previously communicated, we have now reinstated the outstanding Centre Action Plan (CAP) notification emails. You will see these arriving in your inboxes if there is no named person or action allocated to your CAP. An acknowledgement (adding named person and action) of the CAP must be made within 10 working days of receipt of an EQA report, so please note that the reminders begin to be sent on the 11th day and then every 5 working days thereafter. A centre guide to managing CAP actions will be published shortly.
Also coming soon, centres will have the facility to upload staff CVs and certificates/CPD whilst qualifications are being submitted through the web system. We are currently developing an electronic process that will enable this. The process is being developed to also support the way in which centres communicate staff amendments.
We will continue to listen to centres as we look to improve processes and procedures so that we can reduce burden on centres.
Arrangements with all centres for summative external moderation have been confirmed by lead external moderators (LEMs). The majority of subject moderation activities are complete with a small number outstanding. All external moderation processes planned for each AHE centre must be complete prior to final awards boards (FABs) that are scheduled to take place between 24 June and 5 July.
Centres must:
- Conduct pre-FABs at least five working days before the FAB to verify all learner outcomes.
- Complete the pre-FAB report template, including the declaration confirming that all submitted information regarding learner outcomes has been verified and is accurate.
- Address and arrive at a decision regarding any special cases (comprising any outstanding referrals extenuating circumstances (including any outstanding referrals, extenuating circumstances), aegrotat and posthumous awards, cases of academic misconduct and in any year appeals). Centres are required to present all special cases to the Chair of the FAB.
- Centres must complete an FABSC1 for all learners continuing beyond their intended end date.
- Upload the completed pre-FAB report template via secure file transfer at least five working days before the FAB along with any documentation completed for special cases.
- Verify and submit all Direct Entry Results (DER) five working days prior to the FAB in order to facilitate the preparation of documentation and to address any irregularities. Once results have been submitted, centres will not be able to make any further changes.

As an Access Validating Agency (AVA), Agored Cymru has awarding body linkage (ABL) with UCAS. All AHE results, including credit and grading data, are provided to UCAS. This data is then made available to higher education providers to inform admissions. As part of the agreement associated with ABL, Agored Cymru must work within UCAS timelines in relation to awards and certification.

1AHE e-certificates will be processed via the Veri platform from 23 July 2024. Learners will receive an email to the address that was included in their registration when their certificate is available.
Changes to the AHE Diploma grading scheme
Centres are reminded that all learners registered on an AHE Diploma after 1 August 2024 must be assessed in line with the requirements of revised grading scheme.
Following the testing activities that have taken place across centres earlier in 2024, Agored Cymru will publish guidelines and some exemplar assessments for different subject areas in June 2024. Exemplars will be made available for general use by centres from September ‘24. Although, initially, this resource will be limited, further exemplars will be added as centres begin to apply the new grading standards and develop new assessment materials.
QAA has published documentation, including the new Diploma specification and grading scheme handbook. It has also published some useful FAQs. This is all available on the QAA AHE website.
Centre requirements and responsibilities
One of the things that centres must do is to register learners within set deadlines. These deadlines are:
✅Access to Higher Education: Register learners’ 60 credits on the AHE Diploma within 42 days of the start date of the course.
✅Qualifications Wales/Ofqual/QALL: Register all learners within 25 working days of the start date of the course (short courses up to and including 15 weeks duration).
✅Qualifications Wales/Ofqual/QALL: Register all learners within 40 working days of the start date of the course (longer courses more than 15 weeks duration).
We expect centres to meet these other requirements:
☑️ Submit claims within 6 months of the end date of the course.
☑️ Attend a standardisation event at least once every two years.
☑️ Acknowledge the Centre Action Plan (CAP) within 10 working days of receipt of an EQA report.
☑️ Address all required actions within the CAP by the deadlines issued.
☑️ Pay all invoices within the specified timeframe.
